Established under the Third Technician Education Project with support from the World Bank, GPM was conceived to address the growing need for quality technical education in emerging areas of information technology. The State Project Implementation Unit (SPIU) played a key role in setting up the institute as part of a broader effort to strengthen technician education across the state.

The Institute was founded in 2003 with the aim of meeting the educational and professional needs of the people of Nagaland while providing learning facilities comparable to the best available elsewhere in the country.

GPM is committed to producing employable technicians and entrepreneurs, while also contributing to community upliftment through technology transfer and training programmes.

Equipped with modern facilities, advanced laboratories, and state-of-the-art learning aids, the institute prepares students to become skilled professionals in their respective fields. Its academic environment is designed to support both knowledge-building and practical excellence.

At present, the institute offers two diploma programmes in Computer Science & Engineering (CSE) and Electronics & Communication Engineering (ECE), approved by the All India Council for Technical Education (AICTE).

GPM is also permitted to conduct skill-training and upgradation courses and organize technology transfer programmes for the rural community, strengthening its relevance beyond the classroom.

Administered by the Directorate of Technical Education and funded by the State Government, the institute functions as an important part of Nagaland's technical education framework. The State Council for Technical Education (SCTE) conducts the semester examinations and issues the certificates.

Location: The Institute is located under the jurisdiction of Ungma Village, along the road to Nagaland University Campus, Lumami, approximately 12 km from Mokokchung Town.
